Bridge Officer Specialization training not working

I attempted repeatedly to train my Bridge officers with new specialization, yet no matter which one I attempted nothing occurred.

Anyone else having this issue?

This can happen if the Training Manual is in the Bank instead of the Inventory.
If you have a training manual in both places, the game is likely trying to pull it from the Bank, so move all to the Inventory.
