The Bat'leth of Sto'Vo'Kor needs the charge effect added on consoles like it has been on PC. It's hard enough to target enemies in melee but with them constantly retreating while you try to close it's a pain.
With the console release coming after PC (and the patch that added it) there's no legitimate reason not to have had the adjustment to the bat'leth from day one. Or with the patch that came two days later.

Wasn't it was the engagement distance that got changed (increased) on PC ?

It probably does, but with the way somethings don't work on Console properly, like Battle Cloak, Transformations and Sep Consoles, it's a unique issue to the console.
