Klingon Recruitment - Choice of Elite Mark no Assessed Stratagem

Yesterday, I've completed the Fight of Glory 15 Romulan queue and found that there is no option for Competitive Wargames elite marks. It's the only one not there, so I am wondering why? It's the hardest mark to get so for some reason it's not a option.

    saw this also. Have now earned both of the elite marks reward boxes and they are identical (they even stack).... offers a choice of all elite marks EXCEPT this one.
