Deadly Intent Kit barely ever works

Like the title says, doesn't matter if I use the power before using the secondary fire of a weapon or use the power after using the secondary fire only about 1 in 10 times will my primary fire actually reset the CD on the secondary.
It seems to have a better chance of occuring if I fire the secondary, use another k it power than use deadly intent but even than it hardly ever actually refreshes the CD
