The few boxes remaining on the exchange go for moon prices - it'd be better if they were available through the phoenix box for uncommon tokens. Because if you add to it that you in principle have to buy keys for those weapons and can't even choose which one you get from the weapon box, if you are "lucky" enough to even get a weapon box, it's pretty hard to get those weapons today. Even more recent lockbox weapon variants like Ba'Ul AP is already drained from the market.

I completely agree, it would add more options & "flavor" too to builds imo.
A soap-box of mine is how Cryptic handles those weapon packs, you gamble for a big prize, lose, & at least hopefully get something worthwhile like a weapon pack just anything more than 4 lobi & a Salvaged Technology bit. Then you have to gamble again & don't even get to choose what variant of weapon you want.
If you buy & pilot a Voth ship, for example, then that should unlock the Voth Antiproton weaponry to be able to be bought for dilithium similar to the others: Andorian, Lethean, Dewan, Advanced Phaser & Disruptor, etcetera.
For specialized weaponry not found on a specific ship I like your Phoenix idea since that still drains the game's dilithium which supposedly Cryptic has been working on or was.
Well they should make the infinity weapon packs not bind anymore. That's the idiotic part here. If you want a specific weapon type you should be buying the boxes of the market, not hoping someone gets one and opens it up to pick out the type you want then puts it on the market.

I do like the ideas of unbinding the infinity packs and ship/dilithium store access(it would add another worthwhile dilithium sink).
