So, the Picard lock box has dropped. I bought five keys and did not get the Dhailkhina Warbird. So, can I get an explanation as to why I am seeing people obtain tons of them. Been playing most of the afternoon and I have seen one name get 15. Can someone in charge explain how this happens?
I believe that the drop rate for the ship's approximately 2.5%. If you really want the ship sell keys on the exchange, and use that money to buy the ship off of the exchange.

That seems to be how the rng system works in STO. Works the same for doffs one draws at starbase or critical results in the crafting system.
Was during the first kelvin box when a group of players optimizers lock box winnings and used the method a great deal. There seem to be discrete time Windows during which opening a great numbers of boxes pays of much better then the rest of the time.
One of the players got banned by the way. Cryptic does not like that no matter how much money you pump up for them.

I'm acutally going to support the OP here, as have actually seen one particuar player's (won't name and shame here) name flash across the screen multiple times, suggesting that said player won the ship several times in a short space of time.
To be fair, you are just seeing the wins come across your screen. You have no idea how many keys were used to get all those ships, keys are at 9-10M EC each right now, so even if the guy ended up with multiple ships.. the chances are he’s not making as much as you think.
It’s possible that they somehow exploited something and if that’s the case then as Pete said they will likely end up banned eventually. Even those that were banned for cheating though still actually spent quite a bit to be able to do it. No one is getting all those ships for free.
