Dilithium lost transferring from Exchange balance to character

I went on a bit of a Dilithium buying spree due to the current rock bottom Exchange prices, and ended up with over 11 million in my Exchange balance. When I Withdrew it all, my character got bumped to the maximum 10 million Dilithium... and the Exchange balance was zero, representing a disappearance of between 1 and 1.2 million dilithium (couldn't check the exact value after the fact obviously).
While I was vaguely aware of the per-character holding limit, I'm shocked that there was neither a warning about the overflow nor, as with the Account Bank, only the withdrawal of the maximum possible. That's a non-trivial amount of money that I tossed into the game that just went poof.
