I believe most food items limit to 20, actually. And batteries. The only consumables that I can think of stacking to 999 are R&D materials and colony provisions.
I believe regenerators and components were stack increased as well.

I have never understood the rationale for such low stack limits. Is it something technical/performance related? Or is it just to try to sell inventory/bank capacity services?

Probably technical. Otherwise why EVER increase the stack sizes of things if the goal is to push sales of inventory slots?

Resource management is one thing, but the fact we got a cooldown on them so we don't really have the ability to spam them kinda runs counter to that I think.

Probably technical. Otherwise why EVER increase the stack sizes of things if the goal is to push sales of inventory slots?
Many MMOs have low stack numbers for things like health potions, or damage boosts.
Its done to prevent people from stacking them to 999, and having like 20 stacks of them, and just being able to spam them 24/7 during content. Its supposed to encourage resource management, and knowing when to use your items most efficiently, but STO is so easy that doesn't really come into play.
Using hypos, etc. IS resource management. If they want to prevent people spamming hypos, add a cooldown. Maybe there is a cooldown, IDK because I trash that junk as soon as I get it because I don't want it clogging up my inventory.

Dude... Hypos do have a cooldown on them, so you can't spam them in the first place.

I would honestly like to be able to stack more than 20 hypos.
