but my question is what if target has no armor value due to debuffs.
EX. target mob has 25% res. ,..then gets hit with Attack Pattern Beta for -30% res.
Is hull pen still useful at that point,..does it just add more dam. on top of debuff.,, or stop working?

when you look at the percent then what happens lets say target natural protection is 100% (easy number to use), then with its bonus it is now 125%
when you debuff it become 84% resistance so you you do get a bonus but not as much as you think.
I'm not entirely sure how they have it working these days. It used to be possible to get negative resistances, as I recall, thus providing a multiplier to your damage. I wouldn't be concerned about having too much armor penetration, but consider the opportunity cost of it as always.

Negative resistance works the same way as positive resistance in that there are diminishing returns.
