Launcher keeps creating a new steamapps folder

The game is installed normally in my regular Steamapps folder but recently it has decided it needs to patch as if it's freshly installed and is creating a separate Steam folder with a Steamapps folder within. Steam shows it's local files as only the correct folder so I don't know why the launcher is doing this. Verifying hasn't fixed the issue. May have to try uninstalling and reinstalling. I neither want to have to patch it for ages every time I play it nor have two folders risking confusing other games.
