Expecting a fix with-in a few short days rarely happens. Usually a fix is applied the following week, providing they have been able to resolve the issue. As this is 'game-breaking' they will be doing what they can to fix it. They need to know what spec your machine is, and I advise you give as much information to help them. Saying 'The game keeps crashing' does not help them.
As for who to contact, Google is your friend. I'm pretty sure the passing of personal details is forbidden on these forums. Contacting Support will not help you, they deal with Account issues such as missing Zen etc, they do not deal with bugs.

Bugs have a subforum. Report the bug there. Give them as many details as you can manage, because clearly yours is not the typical experience - most of the people currently are complaining about the frequency of respecs characters require lately, not "the game doesn't run". Just saying "it keeps crashing" is not sufficient data.

Because the issue is common to people that previously had the Direct X Bug. One user in that thread even acknowledged that someone else can get into his account on their computer, it just won't work on his, indicating that the issue is some incompatibility with his PC.
Many have asked you to post your PC Specs, this is very important to determine a fix.. you have refused.
Another solution was posted to run the game using dxcpl, you again seem to have refused that option.
Look man, I am the first person to jump on Cryptic when they F' Up.. and trust me, they give me plenty of material, but this isn't one of them. There are an infinite amount of hardware combinations possible for modern PC's and even one slight variance can create a problem in one that does not exist in another. It is absolutely, 100% IMPOSSIBLE to guarantee that a patch won't cause an issue for someone. There is no way to test every case.. it can't be done.
If you're really interested in resolution, you should all be posting system specs so we can try and figure out what the common denominator is. It's more then likely either your DX Feature Level or something else related to your hardware's DX Compatibility.

Absolutely and I'll echo what you say. A driver-patch done by the maker of the video card can be enough to make it incompatible for the game, and this is not Cryptic's fault, even if that card still plays other games. It is almost an impossibility to test every variation of PC configuration. Expecting Cryptic to actively test every configuration (and we're easily taking in the millions) would require more resources than all games companies combined.

I read both of your post, and still havent listed the hardware you have, drivers and other stuff, OP. The more information us or the staff have, the easier is to help you. For example, old intel graphis have a LOT of compatibility problems with this game, but its a driver issue, not a client issue, just let us know whats your hadrware so we can help

I have tried, but for some reason it seems that the OP does not want to give any information. Like you, I don't understand this at all. I liken it to taking your car to the dealership for repairs and then refusing to tell your mechanic what's wrong.
I certainly understand why the OP is upset, but if the OP isn't willing to give more information then this entire topic is pretty much moot and the problem will likely not be fixed.

The communications issue is one that's come up many times over the year. For the most part again I believe it is based on the fact that the pandemic has forced many of them to work from home. Even Kael's devblogs have suffered from it, as everyone likes to point out the typos.
I also am not defending sacred anything. I just don't see the point in burning them at the stake for every infraction, legit or percieved. I'm just being practical here, and pointing out circumstances aren't ideal this year.
Could they do better? Yes.
How can they do better? Not really sure. We're not privy to the inner workings at Cryptic, who's working from home, who's able to get into the office, or just how big an impact the pandemic is having on them.
Right now its "do what you can with what you got". And if the Bug Team is having to work from home... not much we the playerbase can do about it. Until the United States can get a handle on Corona... things won't be at 100%.
