Legendary Discovery-Federation Captain Bundle - Qualificaton, Pre-Requisites

I purchased the Legendary Discovery-Federation Captain Bundle for 9000 Zen only to discover that, after purchasing said Bundle, the item was no where to be found, either in my Inventory, Mail or Bank. However, the 9000 Zen was debited.

I would have known I was not qualified to use the Legendary Discovery-Federation Captain Bundle if the Requirements to purchase said Bundle had been at the beginning of the Item Description, instead of being buried within the second paragraph of the Item Description.

Please Correct this oversight so as to avoid any future players from mistakenly purchasing items like this.

The item, if you are allowed to purchase it, is in the C-Store. Also, in the blog post it says only those who are Disco-Feds are allowed to purchase the bundle.
