Space traits keep disappearing

When logging out/logging in, my space traits (Passive/Active/Rep) are unequipped or reset to the last configuration if i made a change before logging out. I thought this was because I hadn't saved them to a loadout, which shouldn't make a difference anyway, but this isn't the case.
