No one will buy at 25/1.
People use 25/1 to transfer DL around their account to characters that need it.
The closest we EVER got to 25/1 was back when Starbases were still new. We got down to like 87/1.

Just a note, even if someone were to put 25 in the Buy Dilithium screen, it'd give them the highest Sell tab offer instead of the many many listings at that 25 price (as stated above, it's handy for transferring Dil between chars).

Think of it this way. 1 Zen is the equivelent of one American Cent (I won't assume you to be American just to be on the safe side). At 25/1, you're basically asking for about... $3.20 per character. Just for capping out your daily refinement. That adds up the more characters you rotate through Admiralty.
I routinely rotate 7 characters every day. If I was to cap all 7 in one day, I would be earning enough to dang near get a T5 ship every day at 25/1. Math says 7 characters X 320 Zen = 2240 Zen at 25/1. There's no way anyone is going to basically give away a T5 ship's worth of Zen.
The DL Exchange is player driven, and works on the idea of Supply and Demand. When one side or the other becomes more desirable, then the Exchange rates fluctuate to reflect that.
When a new C-Store item comes out, the price of Zen generally goes up because it is more in demand, and more people are actually buying what they can and depleting the lower cost supply. However, when Dilithium becomes more in demand, such as during Phoenix Events, the Zen prices go down because people want more Dilithium.
Also... generally the more DL on the market, the less its worth, the higher the Zen prices. The more Zen on the market, the less that's worth in Dilithium.
I'm not an Economics major or anything. Hell... I never even studied Economics. But I've worked the Exchange for years now and am familiar with how it works and how players tend to react to stimulus from Cryptic in the form of events and sales.

Think there was talk on one of the livestreams one time of exploring options to make an easier method of transferring DL across an account, kinda like how we can deposit ECs into our account bank.

I don't think you understand how the exchange works.
Right now, 1 Zen will get someone around 480 Refined Dilithium. You are trying to sell only 25 Dilithium for 1 Zen. You say "Too bad" as if you are offering a good deal, when it is actually a total rip-off, because you are thinking about it backwards.
Think of it like this: Say a Zen is equal to a dollar and Dilithium is gumballs.
Right now, if someone puts a dollar in the gumball machine, they get 480 gumballs
Your gumball machine is set up so that if someone puts a dollar in they get 25 gumballs.
So your gumballs are the absolute most expensive gumballs in the entire United Federation of Planets. Quark would be very proud of you, though.
This is a good way to describe it, hopefully the OP takes this into consideration.
OP, just remember that Cryptic is not setting the price.. not directly. The Zen you are offering to buy is Zen that other people have spent their money for so they are doing absolutely nothing wrong in asking the market value for it. There is nothing shady or 'wrong' happening, you're simply offering to buy something for far far less then what it's worth.

Make more characters. Earn dil and send that dil to your main char, the more alts you have the more dil you will farm. I farmed around 60k the other day, and I know farming much much more is possible if you know what you are doing

How? I've never thought it possible to send Dilithium from one character to another. At this time, I only have one; but I will indeed make another . . . once I purchase a Lifetime Subscription for the program.

I wish they would go ahead and add Dilithium depositing to our account banks. Neverwinter used to have to use their exchange the same way with Astral Diamond between characters then finally they added the option to deposit them in the account bank. Makes things a WHOLE lot simpler.
