"Floor is Lava" kit mod not affected by CD bonuses

Just like the title says. All the other modules I have on get the reductions in cooldown, including other Risa kit mods, but not "The Floor is Lava". This includes reductions from abilities, traits, other gear (like the Undiscovered Country spacesuit), and so on.
