saved loadouts

they never seem to reload, very limited success...whats the secret?

    Save twice, and have two loadouts (even if they're the same) when saving somehow seems to work. Unless it's batteries that are being the issue, those constantly like kicking out most of the stack to inventory and now leave just one in the device slots, in which case I have no idea.
