Cannot open requisition pack - why?

I am romulan aligned to klingon and fleet admiral(65).
As per wiki, I can use mirror universe vo`quv carrier.
I got one "special requisition pack -mirror universe vo`quv carrier" from exchange but cannot open it.The error msg says "you do not meet the requirements for this item"

Why? Please advice. Thanks.

Yes.. just checked.Turning Point is already completed. And then after that chose to align with Klingon.

I am lvl 65.So I should be able to use it. I am trying to think of all possible reasons for which I might not be able to use it but cannot find any.

Guess you will have no luck with that. The T5 Mirror Vo'Quv is limited to KDF characters, btw, Romulans have there own T5 packages just like FEDs do.

My Fed-Romulan Characters can not open the Mirror Fed Ships and have never been able to. I believe it was an oversight in coding when they allowed Romulans to use their Allied Faction's Ships. My Federation Characters can open and use the Mirror Romulan Ships. They cannot, however, see those Ships in the Infinity T5 Requisition Choice Pack. If the Romulan Ship was pulled out of the box by a Romulan Character the Federation Character can open that individual Mirror Romulus Ship Pack.

Just to update- I was told by GM that it is a bug and to report it.
