Tier 1 Light Science Vessel

Can't purchase the light science vessel, on any character. I have plenty dilithium and inventory slots as well ship slots. It still shows Zen purchase but no amount. It's not listed on the Zen store,1-4 reclaim. This picture was taken at ESD Ship and Shuttle Requisitions.
