When does the upgrade weekend start?

Howdy, if I'm reading this right, https://www.arcgames.com/en/games/star-trek-online/news/detail/11478313-upgrade-weekend!, PC should be having an upgrade weekend now, but I'm still showing the standard upgrade amounts in game. Is anyone else having this issue or if they delayed it? Thanks.

Edit: I was looking at the tooltips which are unchanged, but the correct bonus is shown when putting the items into the upgrade windows.
