Character with multiple movement/mission issues

I have a LVL 55 KDF character who can't transwarp or enter/exit most systems, including those with missions. The only two they've been able to enter are Q'onos (had to use the Academy to get back out) and New Romulus (now unable to get off the planet). Also can't drop missions or join summer event.
My other characters, including KDF, aren't showing this problem, so it's specific to this one. I filed a bug report in-game, but the GM asked that I post here as well. Please advise.

    Have you tried replaying Duties of Command?
    Where there is a Will, there is a Way.

    No, I haven't. Do you think that would help? Of course, first I need to figure out how to get off New Romulus.
