This is purely up to you, it's just about what you want to fly. You have a pretty good assortment of ships, the only real 'must have' trait is from the Arbiter that you already have. If there is another C-Store ship that you like and wish to fly, then that's always a good option because it's an account wide unlock. Rather or not you wait for a sale just depends on how patient you are and rather you want it now, or are willing to wait to save a little. The best C-Store ship that isn't on your list is the Gagarin Miracle Worker Battlecruier, which is the current king of the C-Store. I would recommend having a look at that one.
As for keys, the best way is to buy keys during a sale and sell them when there is no sale. The sale price of keys drops a little bit during sales because they're a bit more plentiful, though lately the drop has been rather small and prices have been fairly consistent. That would be a good route if you were saving up for a lockbox/lobi/promo ship. If you're going that route and are just looking for the 'best,' the top options for energy builds are the Constitution Class Miracle Worker Carrier, the Vaadwaur Miracle Worker Juggernaught, or something like the Tzenkethi Tzen-Tar. Those are all Promo ships though, so you're looking at 1-1.2 Billion EC each for a single character. If you want something really nice but significantly cheaper then the Vengence Dreadnought is still the best deal for the EC, it's fantastic and cheap.
on normal? any set armor. I cannot speak to advanced queues. my toons all have a mix of the JH armor, the Dyson armor and the counter command armor just because those tend to be very easy to get/grind. I like to get the nakul shield too
So two thing's the first is I've got a epic phoenix prize pack ship token and I've been looking at Krenim Science Vessel or the Kobali Samsar Cruiser. My questions are if I get the Krenim ship it will mostly be for the [Console - Universal - Timeline Stabilizer] which would complete the 4 piece set but I don't know if I'd use it beyond getting the ship trait unlocked, and with the Samsar Cruiser it would give me [Kobali Field Stabilizing Warp Core MK XII] which I could complete it's set and [Console - Universal - Regenerative Integrity Field] is a strong defensive console I think plus it trait seems a good defensive one. My question's are is the Timeline Stabilizer really good to get the ship just for it? Is the stuff from the Samsar still good aswell?
If you want more survivability, then the Samsar is your best bet. Even if you don't like the ship itself, you can use its equipment on other ships you like better.

I feel you just want the “best,” most people would say either the Miracle Worker Flight Deck Carrier, or The Vaadwaur Juggernaught.. and they wouldn't be wrong. The Juggernaut is the current DPS king.. but speaking for myself only.. I hate it. I hate the way it looks, I hate the way it flies, I hate it's Bridge Officer layout.. I just hate it. If you want to do top DPS and aren't worried about actually having any fun, get the Juggernaut, copy a sample build and wreck face.
If you want a great performing ship that is also fun, I would go with either the Miracle Worker Flight Deck Carrier, or the Tzenkethi Tzen-Tar. They're both full Miracle Worker Spec, full carriers with 2 hangar bays, 13 console, and they have great inertia rates which makes them easy to control and more fun to fly. They both have versatile bridge officer layouts and have 5 forward weapons making them ideal for cannons if you wish, or they can do beams and lose nothing. They're both just fantastic ships, and in my personal opinion are the best in the box. Looks are subjective, but obviously if you want a true Federation Ship, the Constitution Class is the way to go.. but the Tzen-Tar is also really cool looking. They are two of the absolute top ships in STO and are my two personal favorite ships. Third choice from the list you have provided would be pick the Miracle Worker Constitution, sell it on the exchange and buy the Vengeance.

The Miracle Worker Flight Deck Carrier can move like an Escort, actually.. so can the Tzen-tar.. it just depends on how you build it. You can find the stats for all the ships on the STO Wiki, but whatever you do, don't ignore that Inertia stat.. it's often overlooked and it tells you a lot about how a ship will fly.
Have you ever flown a ship into battle and when you cut your throttle to zero to stop.. the ship just keeps drifting for several seconds until you're long past the target you wanted to shoot? That's your inertia rate.. a ship with a low inertia rate will be much harder to control then a ship with a high inertia rate. Escorts have the highest, you probably won't hit that in a cruiser but you can still do pretty well. The MW Connie for example has a 40 inertia which is pretty good for a cruiser. The Tzen-Tar is even better with a 50. Those are pretty good, especially compared to a harder to handle ship like the Juggernaut with a 20.
The next thing you will look at is Turn Rate. Turn rate will only really be important if you're going to use a front facing build using Dual Heavy Cannons, Dual Cannons, or Dual Beam Banks. If you plan to just fly full speed at all times, I definitely recommend single beams as they allow you to keep moving since they can fire to your sides. Turn Rate used to be more important before we had the Impulse Engines from the Prevailing Regalia set. These engines give you a big boost to your turn rate everytime you activate either a Tactical, Science, or Engineering ability. I personally like to use the Engineering variant as I find it easier to control. Every time I click a shield or hull heal ability, I can turn like an escort.. it's pretty nice. I use that on the Tzen-Tar combined with that 50 inertia and can fly into a pack, stop on a dime.. open up with a scatter volley and then use Evasive Maneuvers or another shield/hull heal to speed my way out and re-position anywhere I want. It's quite fun taking one of the games larger ships and flying it like it's a Defiant.. I really enjoy that ship.
On the topic of Dual Beam Banks.. they're fine, but I recommend against them. Why? Because the way they're currently set up, they are fairly pointless. They come with all the same restrictions as cannons, they just do less damage. Single Beams have a place, they do less damage overall but they have the best time on target and are just the easiest to use. Dual Cannons and Dual Beam Banks share the same list of negatives and positives, the DBB's just do less damage. You also have to deal with Omni Beam restrictions for your rear weapons, something that doesn't apply to turrets when using Cannons. I generally recommend that players pick between either Single Beams or Dual Cannons.
One last bit of advice. Remember, you can copy your character over to the Tribble Test Server and try these ships without losing the pack. Head over to This site and copy your character to Tribble. Then load up your launcher, sign in, and right above the 'Ready' bar, there is an option to pick Holodeck or Tribble. Holodeck is the main server, change it to Tribble. You can log into the Tribble server and open the box there and it will not effect your character on Holodeck. This lets you try the different ships without actually opening the box on the main server. Open the box on Tribble, Try a ship.. then re-copy your character back to Tribble to reset it. Log back into tribble, open the box again.. try a different ship. This lets you see what you're getting before you open this very rare box.
Finally, I'll leave you with some sample builds for the ships I have recommended in case you're curious how I fly them.
This is my Tzen-Tar which currently is my favorite ship in STO. Man, this thing is great.. it brings the pain, flies like a dream and looks really cool in the process. The build is a bit more complicated as it's a half-bat using Photonic Officer instead of a full A2B due to it's lack of Engineering. If you decide you like this ship and want a better explanation of this build, I can provide one.
This is my Miracle Worker Flight Deck Carrier set up with Single Beams. It's a great ship, really fun to fly and it deals some pretty nice damage. This is a more traditional 'Aux2Bat' setup which takes care of your power management as well as your cooldown. Again, if you don't understand what I mean by that, I can explain more later once we start building whatever ship you decide to go with. This is a fantastic ship, the Phasers look and sound cool.. they do great damage and the pets are just.. AMAZING!
Both these builds are complete with all traits and full skill tree filled in. Take as much or as little as you like, they are just offered as suggestion and are not intended to imply the 'correct' or 'best' set up, just how I personally use the ships.
There are other great ships in the pack, most of them you named, these are just my current favorite two ships. I don't have a Juggernaut build, I tried the ship on Tribble.. HATED it and never bought one. Should you want this ship though, you can find some builds and info for it here.

Inertia can be improved with the engines with [Inertia] mod, that adds +10 to your base, and the Polaric Modulator form Delta flight that adds +5, those (besides the Counter Comand Hyper Impulse Engines that adds +5) are the only ones that improve the inertia on a ship, they work great (i have a Universe Class that it's quite nimble for its size), and the help of +turn, makes those slow cruisers a very nice speed up.

The builds I linked are intended to serve as end game examples. They are shown at their maximum possible quality, but that level of resources is rarely required to make them work. The builds serve as a template to pull information from and are not necessarily designed to be copied verbatim. I have said on multiple occasions that of my 10 current characters, I don't have a single ship build that is a 1:1 copy of one of the Leagues Suggested builds. Similar? Yes.. identical? No. You adapt the build to what you have and what you want. It should also be noted that the league also provides examples of inexpensive DPS builds that use mostly reputation and mission reward items.

I have noticed that at the end of Evasive Maneuvers on some ships, the back end sort of slides out like drifting a car. I assume that's also an effect of Inertia?
I also thank you for your notes on the Prevailing Regalia set. I have always been scornfully dismissive of that whole reputation, but now you point it out, I can see the engines have a place
The links you left to STO League build guides are useful, but those builds seem to assume you have a TRIBBLE-load of money to spend. I'm kind of a cheapskate about putting real money into the game. I happily paid my sub for years, but I refuse to buy Zen (except $5-10 worth once a year or so).
Inertia can be improved with the engines with [Inertia] mod, that adds +10 to your base, and the Polaric Modulator form Delta flight that adds +5, those (besides the Counter Comand Hyper Impulse Engines that adds +5) are the only ones that improve the inertia on a ship, they work great (i have a Universe Class that it's quite nimble for its size), and the help of +turn, makes those slow cruisers a very nice speed up.
The builds I linked are intended to serve as end game examples. They are shown at their maximum possible quality, but that level of resources is rarely required to make them work. The builds serve as a template to pull information from and are not necessarily designed to be copied verbatim. I have said on multiple occasions that of my 10 current characters, I don't have a single ship build that is a 1:1 copy of one of the Leagues Suggested builds. Similar? Yes.. identical? No. You adapt the build to what you have and what you want. It should also be noted that the league also provides examples of inexpensive DPS builds that use mostly reputation and mission reward items.
