Cannot put Elite Orion Cutpurse Fighters on ship.

I'm on my kdf romulan and I'm trying to put the Elite Orion Cutpurse Fighters on my fleet suliban flight deck carrier, but it's telling me I don't meet the requirements. I tried on other ships (including the ship they come from) and it still won't let me put them on. There's no red writing saying they can't be used.

Sounds like they're broken?
