Questions about the new Ba'ul antiproton weapons...

Howdy, I know the Ba'ul antiproton weapons just came out so info may be scarce, but I have a few questions about them. Thanks.
1) The lobi ba'ul antiproton 2p bonus, Oppressive Balance, mentions that the Ba’ul refraction 5% damage proc gains significant bonus damage and looking on tribble it showed it as +100% bonus damage for the proc. Is this just a fancy way of saying the 5% damage of the original proc is now 10% damage?
2) Does anyone know the range of the proc for the 2nd and possible 3rd hit? I tried it on tribble and if I had to guess it seems to at least be 5km maybe more, but not sure.
