I don't think Voice of the Prophets has the same damage reduction that torps end up having. For some reason, Kinetic and Physical aren't considered the same thing to the game, and have different resist categories.
95% certain physical bypasses shields as well. As to why physical and kinetic are different damage sources in game think of what each one is. Kinetic damage implies an object has been accelerated and that kinetic energy is what is dealing the damage. Physical damage effects the actual physical form of an object.
As an example a torpedo does damage by hitting the hull really hard via kinetic energy delivery. A physical effect would be something like Destabilizing Resonance Beam that resonates the physical hull of the ship and vibrates it to deal damage. While the end resulting destruction is the same, how that destruction is achieved is different.

That's because they are not the same in RL either.
To visualize: kinetic is like punching a flat sheet of paper, while physical is like tearing a flat sheet of paper.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

That might be only for ground, as I'm not seeing shield pen listed on the VotP weapon.
