Been having issues on console ps4 with the same bot vendor selling EC's and keys at ESD. I thought this was generally against TOS for this game? is that still in effect? because I have sent in tickets for chat spam on this same bot and it has not been removed. I noticed all the tickets I have sent have the same number #0 on them. So, is anyone even getting them? because Ignore player option still does not work on console(at least ps4).

It's been an issue on all platforms and in alot of games. As soon as one is done, another account is created to do this. It's a practical impossibility to stop this spam, next to having the offending 'company' dissolved, but then it'll pop-up under a new guise.

As soon as they update the chat filters to block spam version # 90224 , the gold sellers figure out how to get around it and update their bots to spam version # 90225.

This is (part of) why I stay away from the primary social zones 90% of the time and have no desire to go near them if it can be avoided. Or just have Zone chat shut off completely.

I honestly haven't seen any gold sellers in chat in STO even when I do turn on Zone Chat. It used to be they'd just send out in game e-mails. Last one I got they were even trying to recruit people to help them sell gold. I screenshot that and gave it to baddmoon to forward to the right people so they know about it. Was quite a while ago.
get me some photos of the mail showing the name and @handle. I will pass them up the chain. not much else I can do beyond that
