Miracle Worker: Throw out the manual stacking with regular crit chance/severity?

Howdy, the perk, throw out the manual, in the miracle worker specialization tree gives your heals crit chance & severity. Does your regular crit chance & severity get added to this perk for your heals? I'm wanting to increase my heal crit chance & severity outside of the miracle worker tree, but not sure on sources, thanks.

I believe it is separate, like the exotic crit chance & severity from science R&D trait. I am not sure what boosts it, if anything.
