Mining Laser Drill Emitter Console not working

in PC Gameplay Bug Reports
So before being equipped it states it will add 15.2% Shield Hitpoints. When I then equip the console it then states it's only adding 2% shield hitpoints. Surely that's not right?

    Is this on ground or in space?
