Neutronic Torpedo and Bio-Neural Gel Pack Broken

Today I tested the Neutronic Torpedo with the Bio-Neural Gel Pack for the 2-piece bonus of the 20% cool down on the torp.
It didn’t matter if I had the gel pack in my build or not the Neutronic torp fires every 15 seconds. There was no cool down reduction with the Gel Pack. It used to be 12 seconds with the Gel pack. No more.
I tried it in 3 different patrols and in advanced difficulty and normal. I tried taking them off and on. Nothing. There was no cool-down change.
