Latency Issues Rubberbanding really bad

I followed the instructions on the Sticky, did a tracert and server ping, I also renewed the Ipconfig under command prompt which had no effect on the latency issue. Test results to follow:

This rubberbanding effect i'm getting on STO is very random, one day it will be fair, and another day it will be so terrible I can't stand playing.
I hope somone can see something that I cannot and offer advice on how to fix my latency issues. Thank you for your time.
