Viral Matrix (and similar abilities) bug

So according to the official STO Wiki (or whatever it's called) Viral Matrix is supposed to be countered by Engineering and/or Science Team. This isn't working, and probably hasn't been working forever now. I use both Engineering AND Science Team, but it's not clearing it out.
