Paid for a ship purchase through the NPC Ship Vendor but never received the ship.

Issue: Paid for a ship purchase through the NPC Ship Vendor but never received the ship.

Description: I attempted to purchase a Fleet Long Range Science Vessel (T6) from the NPC Ship Vendor on Fleet. The price of the ship is 20,000 Fleet Credits, 5 Fleet Ship Modules and 1 Starbase Military Fleet Provision. I already had plenty of Fleet Credits Provisions, but only 2 Fleet Ship Modules. So I purchased 3 more Ship Modules from the Zen Store, then after confirming I had 5 of them I clicked the Buy Ship button. The system took 20,000 Fleet Credits, 5 Fleet Ship Modules and 1 Starbase Military Fleet Provision from my character but no ship was delivered. So I put in a ticket. This was Sunday 03/01/2020 around 3:30 PM HST.

GM Etelia was kind enough to respond quickly (like ... within 20 minutes!) with suggestions on claiming the ship, as well as asking for a screen capture of my Fleet Long Range Science Vessel purchase. None of the suggestions on claiming the ship worked, and I could find no records of any individual item purchases (only Zen coin purchases) so I was unable to provide purchase confirmation information.

This morning (Monday 03/02/2020 around 8:30 PM HST) I decided to try and make the purchase again to see if the system would block it because the previous one was mysteriously hiding somewhere in the system. So I purchased 5 more Fleet Ship Modules from the Zen store and tried it again. Lo and behold it worked! (I have a gazillion Fleet Credits and Provisions.)

I now have a shiny Fleet Long Range Science Vessel (T6) and informed the GM via support email chain of my second purchase attempt's success. Unfortunately two attempts at purchasing the ship have cost me 40,000 Fleet Credits, 10 Fleet Ship Modules and 2 Starbase Military Fleet Provisions. I am still in contact with GM Etelia about getting a refund on the initial purchase that failed, and promised I would submit a bug report on it. So here it is!

Oh ... for what it's worth I had been getting a LOT of rubber banding on fleet at the time, which is where my purchases occurred.
