Cutting Tractor Beam Universal Console Passive Bonus Not Triggering

As the title says the "Activating a Universal Console adds 10% Bonus Damage to Universal Consoles for 25 sec (Can stack up to 10 times)" effect on the cutting tractor beam console from the borg lockbox is not triggering. That sucks because that's a pretty substantial reason for getting it, and I was really excited to try out a universal console build with it. Specifically, the console itself doesn't trigger it, and the Borg retrofitted assimilator doesn't and neither does the Disruptive Topological Matrix from the Borg Juggernaut.

If it helps, I am in the Borg Juggernaut ship. I'm hearing from other people that they have no issues with this triggering, yet it has never done so for me.
