Mirror Ships on Fed/Romulan Captain

A GM requested I post here in response to a support ticket.
My Federation aligned Romulan captain attempted to open the 'Special Requisition - Mirror Deep Space Science Vessel' pack and was greeted with the 'You don't meet the requirements to open this item' message.
The pack does state that it may only be opened by Federation characters, but the wiki entry for the ship states this also applies to Fed/Romulan captains. I have previously opened a Mirror Romulan ship on this character, but cannot see that this would affect things.
Has anyone else experienced this? Have any ideas? I also get the same message when attempting to claim the Alienware bundle on the same Romulan character. Am I missing something obvious?
