First up, go to your Skill screen, look at the bottom of the window. Those blinking green circles are choices of abilities/stats, two each (except the last three in Tac for the Ultimate). Click each one to pick through them and you can get some nice stuff. Cryptic really needs to explain that better, as you're certainly not the first to overlook them.
Pretty nice build overall, beyond that, but some tweaks could get a bit more out.
Gear wise, about the only thing I'd change is the Experimental Weapon to the Risian Escorts Weapon, pending you have it from the Event. Should give a bit more damage, particularly on an Intel ship.
Bridge Officer wise: I'd Swap Reverse Shield Polarity (RSP) and Emergency Power to Weapons (EPtW), as it's a decent boost to have rank III EPtW. In the Intel/Tactical seats, get Override Subsystem Safeties III (OSS3) and then move the Cannon: Scatter Volley II (CSV2) to the other Tactical. Since you're not running any bridge officer cooldowns I can see, replace Override Subsystem Safeties I with another Tactical Team I, so you have two copies to redistribute shields and clear boarding parties.
Traits: Preferential Targetting isn't doing anything for you with your bridge officer layout, as you don't have Cannon: Rapid Fire to be buffed by it.

This is all pretty good advice, I would give all this some serious thought.
Also, when you're doing your combat rotation, I notice you almost never activate your attack pattern.. is there a reason for that? Typically, when coming up to a group of enemies you want to buff your weapon/shield power, then your attack pattern + Keomcite, then your scatter volley. The Attack Pattern Beta de-buffs your enemies, hit it first and then use the scatter volley to spray it everywhere.
You definitely need to click on those glowing green buttons at the bottom of your skill tree, you have a lot of abilities not selected.. you spent enough points for your Tacticial Ultimate but you don't have it active.
Gear wise, everything looks great. It's a few tweaks away from a really solid overall build. Nicely done.
Yeah, for experimental.. I usually use the Alliance Hypercannon.
Honestly though, I can't tell you if that's even good or not.. I usually don't put much into the experimental gimmick. Napalm says it's good.. go with that.
That one is nice if you have a way to cluster people. Otherwise with the slow recharge time...not so great. Looks cool tho.
I myself don't have very many options for Experimentals. And I also look at it from a utility standpoint too. The VotP is very effective against Gorn Aceton Assimilators. Anything Energy based would just feed the things.

If you have access to the Voice of the Prophets from the Bajoran Interceptor, I'd say give that one a try.
