Cannot reclaim Elder Malik'itan

On my discovery character and a new Cardassian made a few months back I cannot clam Elder Malik'itan.

I did visit the proper NPC on both Fed on KDF and there is no option to claim it.
Is this a bug or it was claimable only during "Gamma" event ?
