Bug/Issue Description: Photonic Engineering Officer boff reward from Delta Recruitment event is not reclaimable after being claimed. It is however reclaimable on any Federation toon
Steps to Reproduce: Go to a KDF or KDF aligned toon, claim the reward and then dismiss it. Then attempt to reclaim the boff. It should be missing
