Unsure if this is bug or something - 0718 Boff

So I seem to be unable to claim my 0718 Boff on my Fed Rommies but I can claim him on my Fed Jemmies. Is this a bug? It says that he is available but greyed out? Is the Doctor (EMH) who is my Chief Medical officer mad at him or something? Or is it Nelen Exil? It just seems weird that Fed Rommies can't claim a Fed-only boff...
