It is not best in slot but it is still perfectly viable, and the eject cryoplasma the full set enables works well for pilot specialized captains doing shield scraping to add some insult to the injury. I am still using the set on two of my captains and they are not handicapped by it to any noticeable degree compared to my others using reputation sets even though it is not completely up to date (though an update pass would be nice if done well).
Personally, I would rather they put the Breen Warp Core/Singularity Core into one of the Breen missions as opposed to in the Winter Event store. It kind of does not make sense for one of the items to be in the Winter Event store and the others to be part of a mission. That is just me of course. Thanks.

I'd also like to see some minor updates. It's fun to use these "different" sets on characters where it fits the theme.
One of my captains uses the Tholian space set, space weapons, Tetryon beams. Originally in a Scryer which worked (in my mind) as a Fed - Tholian hybrid ship, but he now has the Tholian T6 ships too.
I don't mind that the build isn't optimal, it's just fun to teleport a web mine to one victim, use the web cannon on another group, build a web around others.

The deflector comes from Cold Call, and its showing in the mission rewards list for me.
Edit, I'm going to play Cold Call now and confirm whether I can get the deflector or not (besides my DSC toon hasn't played the Breen arc yet). If I can't get it I'll be making a bug report, if I can I'll note it here.

The shield is Resilient, which is arguably the best overall shield type (opinion.)
The problem with the Shield is that the only extra proc it has is 20% Polaron resist. Compared to other Resilient shields like the Competitive Wargames or the Iconian, it's definitely lackluster to put it mildly.
It's not total garbage, it's viable.. especially for a mission reward shield. But it should probably be upgraded as soon as possible if you plan on doing anything advanced.

Have to agree, Cap isn't as valuable as Regen capability, and there's always plenty of consoles to boost both. And simply having Reverse Shield Polarity in your skills will suffice.

Another thing about resilient shields is that they do well against the kind of mass wave, death of a thousand papercuts style scenarios that seem to be the new usual thing because they only leak half as much.

Were you able to run "Cold Call" or did it skip you directly from "Cold War" to "Out in the Cold"? Sometimes missions seem to accidently skip a scenario for some reason (maybe a side effect of the work they did/are doing on missions or whatever). Anyway, it did that to me once and I had to go back and manually start "Cold Call" to get the deflector.
The only ones that are showing for me in the Defair he missions to get the brain set are out in the cold cold case cold comfort and cold storage that’s the only one that showing
A while back I pulled out my Breen ships on my Jem'Hadar and tried to get the Breen set for them, however with the set I found myself dying more than with the default Jem'Hadar set, I also noticed how parts of the Breen set seemed to be lacking a modifier compared to my Jem'Hadar set.
They really do need to update the Breen set, even if it's only a small one like the Jem Hadar set.
Even with the small update to the set with the Gamma missions, it's now a viable option to use, not for ultra dps builds, but for ADV TFOs, it's now just enough.
The Breen have a Warp Core that you can purchase in the Winter Event Store.
