Unable to build Beam Overload III manuals

According to the wiki and tooltip, at 17 points spent in SCI you can make BO III training manuals. However, not one of my characters that meet this requirement have BO III listed.

Am I missing something or may this be a bug?

Please could someone check for me.

    Is the character a Tactical captain? Each career gets different crafting options from the points, the tooltip (on PC) shows you that.

    Yeah, only tactical captains can make the BOIII manual. Sci and Engi captains get different manuals to craft.
    Now a LTS and loving it.
    Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
    I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

    I concur, only tactical chars can create BOIII manuals.

    Yes, not only is it only available to TAC Captains, one must also spend 17 points in Science Skills to unlock it.
