Borticus had said awhile back when the system was first introduced that eventually they wanted most if not all items to eventually be re-rollable. With that in mind it takes time to make sure all of those items will roll properly, as the game now has to account for the extra mod possibilities and such. I would love to see several items be re-rollable myself, but they will get there eventually.

Unless there was a technical reason for it I don't get why it couldn't be re-rolled from the start either. With that said they've been adding things to the re-roll system in large chunks at once. Most recent one was the full roster of reputation sets. Eventually they will get to all of the items it will just take time. I think you're slightly under-estimating just how much the re-roll system brings to the table in terms of build options and such. They want to make sure they get it right the first time.

Also most of the lobi store weapons can't be refilled for some reason, even though the one of the altamid weapons can. I've only got a few, but I would love to get rid of the 5 acc modifiers on my ferengi missiles
This. So much, this! I mean, Romulan Navy Kit anyone? You either get lucky the first time around or you have to replay the mission until you get the mods you want for it. I mean, why put in two fixed mods (+Pla and +CrtX) and two random ones that can't be rerolled?

I'm guessing that Cryptic is evaluating the in-game economic impact too on certain items being re-engineerable besides just the coding mechanics of it. Perhaps a small point but I'd like to think Cryptic thinks of such details when implementing such practices.

I totally agree with the idea of Lobi items getting some quality of life improvements. Cryptic has made them so restrictive of access & prohibitive in cost so those items do deserve a bit of an upgrade especially for the older items.
Which highlights a current side-rant of mine about how those that have the Temporal Recruit have access to such better items & lower cost compared to players that have not, but then again Cryptic knows this disparity.
Looking at a lot of these postings with items just makes me think that perhaps this is one of those lower-priority improvements for STO players so it keeps being leap-frogged for something else to be done. I hope I'm wrong.
Seriously, Lobi items are expensive. I heard someone say they purposely didn't make that omni upgradeable, because of there allegedly existing another plasma omni from a lock box (R&D?). Please, Cryptic, don't try and double-dip on getting ppl to spend money. I already spent the money on the Lobi weapon set: don't skimp out on this set because you want me to gamble for some lock box omni too. That's not nice. People who pay for Lobi stuff should get the Premium gear.
