You know, the bug that's been in the Exchange since beta-3? As in, before launch? You think that, as many times as this one gets addressed, you guys might try to figure it out? Because the only solution is to log off completely, then come back in, and even then, it's not a guarantee.

Has to do with missing and/or delayed list item updates (search result sets as well as your own items on the market; usually involves DOFFs and their ability descriptions plus traits) while under the few-seconds-long lockout imposed after too many requests to the Exchange within a short period of time (introduced in late 2017 to remedy the Exchange getting DoS-hammered).
Cryptic never addressed the initial DOFF ability update problem (cf. link above; experienced since late 2016) and made it worse with the lockout introduction a year later, as updating paged list items (on both Buy and Sell tabs) apparently counts as a passive search request eligible for lockout. The more DOFFs you have listed on the Exchange, the worse it gets.
Attempting to take a DOFF off the Exchange while you have no room in your roster appears to be an attributed problem, as it will silently lock that DOFF from any other such attempt on the Sell tab for several seconds even though you made room in your roster since.
But then again the Exchange has other annoying problems as well, such as losing the selected sub category after switching tabs, losing scroll status after buying an item from a long paged result list due to new request if not under lockout, or applying the usability filter on search result sets only client-side after a full 400-item search result has been fetched. The latter leads to such oddities as not finding any KDF prisoners because their listed price is higher than that of hundreds of unusable FED prisoners.
Oh well. /sigh
