Which one is better for a DPS build?

I would say probably the manasa. Now the Science warbird is alright, but it also has to use a singularity core and those are annoying to use

For an Energy Weapon Build.. I would definitely go with the Manasa.

Though if I were building a Romulan for DPS, I would likely go with a Scimitar.. but that's just me.

In terms of practicality, I'd say the Pilot Warbird because it's an account-unlock(available to both FED and KDF) you can use later down the road and potentially use the starship trait on other characters.

If you're KDF-aligned, the Fleet Mat'ha is very close to the Manasa. They both have the same layout and both can use an exclusive spikey damage console. Manasa turns a little faster, has stronger shields, and favors polaron damage; Mat'ha can cloak, has more hull, and favors disruptors.

If you're exclusively choosing between only the Manasa and Pilot Warbird. The Manasa is superior in terms of raw damage potential with OSS/Intel seating.

Meh...the morrigu can do almost as well as the scimmy with less space whaleness to deal with. It just happens to also be my favorite looking ship as well.

Just picked mine..And agree a 100%..I got that thing to turn on a dime and slapped on some heavy plasma cannons..
