Just a thought, but what about adding something to the "Ship Discharge" button that grays it out if you have items equipped on it - either as equipment or as visuals.

As long as it doesn't grey out for default gear, which would slow down claiming ships for Admiralty or pulling off consoles to use on other ships, that sounds like a good idea.
I can't discharge a ship that has nothing on it. What should i do?
Did you enter the periods in the prefix for the name check? It won't take "uss enterprise", requiring instead "u.s.s. enterprise" (capitalization is optional.) Oh, and the space between the last period and the name is required as well.

If it's presently selected as your Active ship, you can't dismiss it.
Make another ship Active and then you should be able to dismiss it.
If it's one of the free ships from levelling, I'd recommend just sending it to Drydock for now - at level 52, the admiralty system opens up and you'll want to have the system 'notice' that ship and give you the card for it.

I think you'll need to share a screenshot or two showing the problem.
Standard 'Print Screen' won't screenshot the UI, so you'll have to use the chat commands to do this:
/screenshot_ui (for TGA file)
/screenshot_ui_jpg (for JPG file)
Then, upload them to somewhere like imgur.com to share them on here.
