How do you gain permission to purchase items from your fleet store? I don't have a lot of experience with fleet work, so I'm sure I am missing something obvious. I have enough marks and credits to do so, but it says I do not have permission. I tried emailing members or administrators of my fleet, as listed under the info tab of my fleet, but haven't gotten an response. (Fleet name removed. - BMR) Any help would be greatly appreciated. Thanks.
You don't really advance in rank in a fleet. All promotions are handled by the fleet leaders themselves.
Generally, most fleets have fleet credit targets for promotion. So like, when you donate enough to the fleet and generate a certain amount of credits, the leaders will promote you in the fleet and give you access to the store.
It's set that way to prevent players from joining a fleet, taking a bunch of stuff without giving anything back, then peacing out.

that depends on your fleet, alot if not most go by how much you have donated by track how many fleet credits you've earned from them. but the fleet leader is the one who decides.

Where can I find what my overall fleet contributions are for fleet projects? (Trying to figure out how much more I need to contribute before I can be "promoted" within the fleet). I'm looking under the fleet tab, but I don't see anything listed as "contributions", unless there is another term that is used to mean the same thing. Thanks

Yeah, it's a manual process done by designated fleet leadership. Unless there is someone dedicated to scanning the roster to do promotions, it's very easy to miss it since there are no reminders or any other mechanisms to let you know someone has met the requirements.
Thirding this. While fleet leaders are usually looking around what happened in their fleet, they may miss something, or think they already promoted you to the deserved level. Just ask nicely whether somebody could promote you. Always remember though, fleet leaders are players, too, and may be in a mission or TFO.
If they don't make a nice comment and do so, you're probably in the wrong fleet ...

Does anyone know if this fleet is defunct? I just spent 2000 zen on a fleet module bundle thinking I could purchase the ship I wanted. Tells me I do not have permission, even though I have contributed enough to my fleet. No one has responded to my emails all day. Any advice?

Give it more time before you give up. The leaders might be in a different time zone, or they might not have logged in today. Fleet management is an unpaid volunteer activity run by people who have lives outside STO.
If the fleet really is defunct, after 30? days the leaders will be replaced automatically. Perhaps you'll end up as leader.
If they just never answer, you do keep all of your fleet credits when you move to another fleet.
