"Due to recent purchase activity you account is temporarily unable to sell zen."
I made a large dilithium purchase with Zen that I earned IN THE GAME. So why did I get flagged? Especially now while a Phoenix Prize event is going on?
A link to the original official post in that regard (note that the situation changed, I think nowadays items (temporarily) being bound this way, will be unbound after the timer for binding ends, automatically, which is a good change/update.)
An important quote from the update: "To improve the player experience, we are implementing a change so that such binding will no longer be permanent. Instead, these items will be bound to account for a limited duration, shown by a countdown timer."

Had this happen as well, but it is only temporary. I swapped alot of Dil between characters, then bought Zen and it flagged me too, but it's not an issue to me.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
Had it happen when I made a Zen purchase, had to contact support to get it removed before the event ended. It's linked to their anti fraud service, typically in that scenario it'll clear on its own when payment clears
...now idk why it would do that when using dilith for Zen?
If you're getting this running through a launcher like steam, quit the game and then just run the game 'stand alone.'
You can go right into your Steam directory where the game is installed and run the .exe to launch the game without the store client.
This will usually fix this problem.
This can happen if running the game 'stand alone' as I had it happen to me the other night. Re-logging my character made it disappear.
Sometimes just changing to another Instance of the same zone will fix it too.
