Dilithium Fleet Voucher

How does one use the dilithium fleet voucher? Is this something that can only be used on fleet projects or towards fleet ship purchases? Is there any way to convert this into standard-use dilithium? Thanks

    They are for Fleet Projects only and cannot be converted.
