I believe the cap in the Nimbus Zones is 30.. but I don't think it goes much higher then that. I would have to check again, but I am pretty sure Nimbus is over 20 people per zone.
It really is a shame. Risa used to be 50 so it was great for parties. Now there's no way to do that. Disappointment!
Unfortunately it's done so as to 'preserve' performance on individual machines, reduce server load (including individual machines reporting to the server) and limit rubberbanding (due to a plethora of internet issues on the client and server side).

IIRC, an old character cap of 50 on ESD? It used to be a mighty social place. Times change. Server loads change. And, yes, internet routing doesn't seem to perform like we (generally speaking) think it should.

I can't believe the devs didn't include a place for more than 20 people to congregate. This is a *major* oversight.
No, it is not a major oversight. Keep in mind this game has had a troubled history what with Atari, Perpetual Entertainment, and then the final company Cryptic, under the Perfect World umbrella. Psiameese, gave an explanation into why it is that way whether one agrees with it or not. Personally, I just want the lag and rubberbanding to go away by Cryptic informing Akamai Technologies of the problem and to stop treating MMOs like denial of service attacks. Then Akamai getting the message and fixing it so that MMOs and not just Star Trek Online are treated correctly by Akamai servers.

Yes, it is! It used to be 50 everywhere and gradually it's been reduced. I mean, this is an mmo. It's supposed to be "massively multiplayer". There's nothing "massive" about having to split a 100 people party in 5 instances instead of 2.
