How can you tell the daily bonus of double marks is up for that day?
Do one first to trigger the countdown on the Event page and judge off that, otherwise count 20 hours.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
One day, maybe they will fix it to a more rational system of a fixed reset time, so you can play friday night, get daily bonuses, then play saturday morning and do it again. The 20 hour thing is just archaic and designed to work on the presumption you play at the same time every day.
Is there a way to check currently? I don't know, but it helps if you have other 20 hour things going on to be able to check. Reputation dailies, RnD, or many doff missions are on 20 hour timers. If you can set one of those up right after finishing that will give you a really good indication.

With most things, yes. Cooldowns are listed in the PvE menu, but seriously, if you log on the same time of day, then you have no need to worry about keeping track of a 20 hour cooldown. A 24 hour cooldown would be slightly more problematic, but it's really down to the individual. Generally I just tracked Rep projects to see if cooldowns were still active, but I also can calculate whether I was on less than 20 hours ago without need of in-game timers.

I'd think a simple method would just attune it to the daily reset, for me I think it is 7pm. Sure, if implemented that first cycle some would lose-out on one & some might gain an extra but I think overall it would be easiest & communicated better. As it stands currently Cryptic seems to haven't considered it & it is all on the player, which isn't a bad thing neither, it just isn't good communication.
If you had everything based on the daily reset, you'd have people complaining that it favours North Americans.
Actually, this already exists to a point as the Dil Refining Reset is set to Midnight GMT/UTC.

Problem is the daily bonus is for each character, not once per account...
