I'm not posting this in bug forums as I want an answer for anyone that has encountered this problem and has the knoweledge to fix it so they can post it so I can undo the bug so I can play the game. Anyone have an answer? As I don't want to uninstall the game. Or worse reinstall only to encounter the same problem.
Run as administrator seemed to not work at all.
It says file is locked that isn't open for writing and keeps restarting every 9 seconds.
Restarting my laptop fixed the issue. A strange bug indeed. Can close it or keep it so people can talk about the strange error. Thank you guys a lot. I do love you all :)

    Windows, right?

    - You rebooted the PC, right? If not, that's step 1.
    - Step 2 is to go to Properties for the hard drive, then tools, then Error Checking. If it says there is no need to check then don't.
    - Antivirus could be messing with you if you are using something other than Windows Defender.
    - Any other always-running utility that you installed that could be doing something like indexing files?
    - Malware. That link to download *whatever* or visit *bad site* should not have been clicked. Hope you have some bitcoins ready!

I found the solution. Sorry about that, BMR You can close can close it now or move it. I restarted my laptop and it seemed to have work. I was really worried that this was a thing I couldn't fix. As I do like to play the game it was a strange bug.
For anyone having the same issue with the patch just restart your computer. Thank goodness that option worked. I'd really would have disliked to have had to do a full reinstall. I do appreciate your attempting to help though As before I did the thing that fixed the error I did try a force verify someway through it the error happened there too. Not sure which file it was. Yeah that didn't even work. But yeah the issue seems to be resolved for me. With the computer restart as they say, Try turning it off no just off turn it back on. Seems to be a fixer of many issues.

It's a cliche, but turning it off then turning it back on again DOES fix many issues with Windows.
