Embassy Romulan boffs, still restricted tailor issues

I have 3 Romulan embassy boffs, my toon also has the Lobi store Wells uniform purchased, but even after the new patch I still can’t put them in the Lobi uniform.
Bug or working as intended, because the Lobi store description needs to amended, as I still can’t put ‘all’ my crew in the uniform.
